If you're chasing her, this the best time to do it. You're more likely to pull a 5* before the pity anyways and you're guaranteed her. She's a better and stronger Elson without the heal and Atk debuff but you have to make sure you have a healer, haste or the healing 5* artifact to pair with her. Else she's a PVP support.

Even if you use pseudo random, you're supposed to pull her 1 out of 100 pulls. Not sure where you get your optimism on getting before pity guarantee lol. I did 61 pulls and didn't get her yet.
