why would it? it's a gameplay choice: do you want to hit a mob a few times and then call of steel to try to explode the pack or do you want to swing until the pack is dead.
The only thing it would do is to frontload the impale damage a bit but not change the total damage. It's essentially giving you the impale damage you'd have for the next few hits instantly.
Shield crush hitting somewhat fast and having 2 hits per attack means impale will ramp and be consumed fast enough where it shouldn't be necessary. It can feel good for clear but its not a very important mechanic so try it and see if you like how it plays and drop it otherwise.
Recalling will remove all impales from the target, and deal any remaining damage in them as a burst, so it boosts your clear speed (hit petty enemy once or twice, recall impales, they get one-shot, you continue).
Recalling is generally not good when you're hitting a tanky target, you'll get more DPS just consuming the impales with hits like normal (especially since you won't have the the downtime of casting the recall).
I'd say most builds will never bother to recall impales since they hit hard enough to one-shot packs with the impale application, let alone the discharge.
