Restore AllHide UnarchivedDefinitely. The locally recruited police force and paramilitary forces bore the brunt of the casualties in all the insurgencies. Fighting on the home front made the difference i guess.

A lot of the fiercest fighting against Naxals was carried out by tribals and other locals who were victimized by these groups for various, often erroneous reasons
