Both Verstappen and Hamilton got penalised for it on prior occasion. Probably more but this springs to mind. If memory serves right: Verstappen in Mexico and Hamilton in Austria. (The 2nd one, Styrian?)
The first one where Norris was promoted to 3rd in both quali and race because of Lewis' penalty in both of that session
But Rosberg didn't get penalized so idk what stewards will do
