In America... Pretty much anyone can.. so what difference does that make.
He has qualified immunity if he shoots someone. If you are a private citizen and shoot someone, regardless of whether or not you have criminal charges filed against you, you will always open yourself to civil lawsuits after a shooting.
Even if the lawsuit goes nowhere or loses in court. You still might be on the hook to cover for your own lawyer/court fees, which can be pretty expensive.
A police officer doesn’t have to worry about civil lawsuits, the victim of the shooting will just sue the city and the taxpayers will cover the officer.
All the more reason to get rid of guns.
Not trying to be combative, but how exactly would something like that be feasibly done? There are more guns in circulation than Americans. Democrat voters are evenly split on a full weapons ban, and law enforcement would have a hell of a time trying to enforce a full ban on all weapons. Gun culture in the US is not like other countries and many people would even see a voluntary buy back program as government overreach
That’s also ignoring the fact that we are one of the few countries in the world that has gun ownership in our constitution (not something that can easily be changed or amended )

OP is referencing the fact that even when a goon like this slays an innocent person they often dont face reprucussion, just leave with pay.
When some dude with a loaded weapon who is from a class of labor that doesnt face reprecussions for violence unless larger public mobilization forces it, stuff like this video kinda seem to indicate maybe that you can almost anticipate why these guys commit murder in the first place - they are literally bullies, goons, etc.
Not all over the world their not.
Perhaps get rid of the all the guns and you won't have those problems.
