This may be just me but i never compliment a woman when i first talk to her. It's a very looking for a hookup thing to do.
I think you can compliment but you can’t triple down on looks. “That’s funny” or “i like that” in response to something someone says seems to be the nuanced compliment.
Now of course if someone is telling you about their grandmother’s sad funeral, don’t say “That’s funny.”

I just don't like to do it. I am sure i could make it very innocent and give them a compliment on their looks when first talking but i just personally don't like to do it so fast. I usually don't till we meet up for the 1st time.
