Plus there's the new wand base types that don't roll caster modifiers. So rolling a decent early wand will be easier than before.
They want spell damage so they probably won't even use that base
For minmaxing, sure. But that 40% spell damage implicit will give you, what 3-6% more dps in the end? In campaign and early maps, where you're not able to spend a lot on making a wand, you might prefer to ditch the implicit and get better explicits, which might contribute way more to your overall dps than a crappier imbued wand would have.
You will absolutely be slamming essence of woe on the new bases in early progression.
