It would have to be approved because it has a report. Otherwise it will sit in the queue forever. You're overthinking this. It sounds like you're saying because rules can change, there's no reason to ever report or take action on older content, but of course there is. As a mod, you can decide if it's worth removing or not.
Of course that's ridiculous, how does having the ability to report mean that?
If you're a mod you'd be aware of rule changes wouldn't you?
How could you moderate a subreddit without reading the subreddit rules when you were added? This seems like the bare minimum requirement for being a mod anywhere.
Is remembering rule changes in the sub you mod really that big an issue? How often are you changing rules that you can't look at a post and think "huh, it's being reported for X reason, I know that rule is a new addition, I should double check the times"? We're talking about reddit reports even, and their rules change even less often.
