Well there is a consequence, Ken won't play with him if he breaks the rules. The fact that that's not like, magically binding, doesn't mean it's not a consequence.
If he attacked Okarun then he would still have to defense himself so is not like he can't fight unless he follows the rule.
No, literally that's not true. The way they win him over is by Ken not defending himself while being attacked by Evil Eye. So in fact he knows for a fact that if he breaks the rules, including by attacking Ken at the wrong time, he won't get to play. So actually, yes, he can't fight if he doesn't follow the rules because Ken will just refuse to fight him.
Now, Ken's refusal to fight was partially a bluff: the whole "I'm way too strong for you" bit. But 1) he still went through with it 2) EE believed it and 3) he can back it up enough to seem convincing, and then gets stronger, so by now who knows if it'd even be a bluff anymore.
And even if he would defend himself, Evil Eye would get one last fight then never get to play with Ken again. So again, there's a consequence for not following the rules.

Well, he fought the invading aliens, but only because they were in the way of him fighting Okarun. He's like Deku, in this regard: he can beat anyone as long as they are actively preventing him from fighting Okarun

Yeah, so him not caring to fight anyone other than Okarun is different from him only being able to fight Okarun. And when he fights other people, he is very strong. Which means he doesn't qualify for OP's trope.

Came here to say this. Turbo Granny is a weirdly cool roommate, honestly. Her and Seiko casually cooperating to give Okarun a testicle back via baseball was hilarious.
I mean, her mear presence brings good luck. That's pretty sweet.
This is what I thought of as well. I went into the anime completely blind and totally was not expecting Turbo Granny to turn out that way. As the "enemy-turned-ally" is easily my top character trope, she instantly became my favorite character in the show.
