Actually it's a pretty tragic event. Ceci hates Luna because Luna killed Ceci's mother. Luna killed Ceci's mother because Ceci's mother (if we are to believe an evil dragon named Ragnar) slaughtered Luna's parents and family after joining an alliance with them.
Luna was completely loyal to Wintenberg, but that stopped when her parents got rekt.
