Luna and Cecilia are really similar except Luna wears stripper armor and Cecilia wears full armor
Video Game logic tell us Luna has the superior armour
Cecilia doesn't wear full armor, she only wears gauntlets and greaves. If she was wearing a chest plate armor under her dress, her twins wouldn't jiggle during her S3 animation. Basically she has the same amount of armor as Luna (gauntlets and greaves) but Luna wears a one piece bikini as oppose to Cecilia's dress.
